Real Estate Development Feasibility

Scope of work
The selected consultants shall have the qualifications and experience to assist Seattle Housing Authority in determining the development potential and feasibility for specific land purchases, partnership opportunities, or redevelopment possibilities, including but not limited to, the following:
- Establish the development capacity of land/project allowed by current regulatory framework, including zoning, neighborhood/village/center plans, overlay districts, and related potential bonus provisions.
- Determine the possibility of, and appropriateness for joint venture partnership(s) with private sector partners.
- Establish and evaluate the possible range of mixed uses Seattle Housing Authority might incorporate into a particular development opportunity, including an assessment of likely demand for such uses at the project site and neighborhood.
- Prepare conceptual, or diagrammatic, development envelopes for project under study.
- Prepare financial assessments of relationship of probable land cost-to development mix-to construction cost(s) for alternate mixes of uses within project.
- Identify and assess civic issues which bear on the political feasibility of development and which might effect project timing, support, and likely process of development.
- Prepare recommendations for alternate development and ownership structures when involving potential private partners, private mixed uses, and multi-agency project sponsors and/or funders.
